Our analysis begins with the following methods:

. We itemize all services and fees:
   a) POTS Lines
   b) Trunk Lines
   c) Call Forwarding, Call Waiting, Caller ID, etc
   d) Point to Point Circuits-for voice and data
   e) Point to Point of Presence (POP) Circuits
   f) Mileage Charges
   g) Equipment Charges
   h) Erroneous Charges  

. We Analyze all services to determine the following:
   a) How the service is being used
   b) Why the service is being used
   c) Is the service cost-effective
   d) Are there more cost effective services to replace it
   e) Are costs correct
. We evaluate alternative services to determine which is most cost effective
   a) Use DID trunks to replace POTS Line to create savings
   b) T-1 provisioned with DID service can reduce costs
   c) Will consolidating hunt groups create savings by eliminating POTS
   d) Will consolidating accounts create large discounts?
   e) Will eliminate any erroneous charges
. After our analysis is complete the findings are presented to the client in the form of recommendations. For example:
   a) The following POTS line is not connected
   b) The following trunk lines are connected but never accessed.
   c) Eliminate unnecessary call waiting, callier ID, etc
   d) Program software in telephone system to route calls over P-P
   e) Implement discounted calling plans on accounts
   f) Submit claim/obtain refund for erroneous charges

What if you recommend a cost saving method that we are currently implementing?
URS would not be entitled to a fee; we request the knowledge of any ongoing cost saving programs so not to duplicate your organizations efforts.

What if you make a recommendation we do not wish to take advantage of?
Our fee is only for recommendations you approve for implementation.

What if we take your recommendations and implement them ourselves?
URS maintains records of our written recommendations and we will invoice accordingly

How long does your Cost Efficiency Analysis take?
Depending on the size of your telecommunications environment and the response to our minor questions, we normally make our recommendations in 4-6 weeks from signing our agreement.

What do you need to begin your Cost Efficiency Analysis?
1) A signed Cost Efficiency Analysis Agreement
2) Letter of Authorization
3) Copy of invoice(s) for each account being audited.

How much does an auditing service cost?
The auditing service is free. If a refund or credit is obtained, our fee is is a percentage of that refund or credit.

How much does a Cost Efficiency analysis cost?
A Cost Efficiency analysis does not cost anything unless future savings are achieved. If future savings are achieved, our fee is a percentage of the savings for one year. The savings to the client go on forever.
